External Analysis

  • Delivery of poor quality health care services to patients in public health facilities due to inadequate knowledge of Continuous Quality Improvement (CQI) Processes among Leadership (Medical Directors and Policy Makers) in the Public Health Sector.
  • The public health sector is grappling with challenges of maintaining a high quality care in the face of rapid scale up of health care services to an ever-increasing population with limited resources and competing demands.

Underlying Issues

Till date, the focus of the leadership in the health sector has been on the quantity and not quality of health care services delivered. The concept of Continuous Quality Improvement has not been integrated into the management of health care delivery due to lack of Training and Technical Support on CQI

The Solution

  • Conduct Advocacy visit to the Office of the Honorable Commissioner for Health, the Permanent Secretaries and all Directors from the Ministry of Health and Hospitals Management Board in the Intervention State.
  • Engage policy makers to integrate the CQI program into all aspects of clinical care in public hospitals with measurable performance indicators.
  • Provide technical support for the Development of a State Strategic Health Improvement Plan (SHIP).
  • Capacity Building on CQI Processes to solve identified site specific challenges will be carried out for all Facility Medical Directors and their counterpart at the Ministry of Health (MoH) and Hospital Management Board (HMB)
  • Discussion and review of site specific Quality Improvement projects will be integrated into their monthly Medical Directors’ Meeting

Goals and Objectives

  • Goal: To improve the quality of healthcare and clinical outcomes in public hospitals in the intervention State through CQI Integration into health care management processes
  • Long term objective: To improve by 60% institutional capacity to deliver quality healthcare services in public health facilities in the intervention State by June 2016.
  • Short term objective 1: To increase standard of health care through the development of a policy document [State Strategic Health Improvement Plan (SHIP)] to drive the Quality Improvement Initiative by February 2016
  • Short term objective 2: To increase the use of CQI in the decision-making process by health care leaders by 60% at the end of July 2016

Lessons Learned

  • As a Not-for-profit organization, the positive health outcomes of our clients is our profit for the QI initiative.
  • In a resource constrained environment, health leaders can widen their options for policy decision making.
  • The optimal utilization of Health Information System can improve the quality of care.
