• Create strong and effective referral systems to ensure that people receiving care for HIV are linked to high quality treatment
• Strengthened linkage between NACC and Ministries of Health in Eastern Province

Objective

• To increase the proportion of HIV clients that are receiving high quality care at the health facilities in Eastern Province by 30% by April 2011
• To increase the number of joint planning and review fora between NACC and MOHs in Eastern Province by 4 meetings by April 2011
